If both devices are running the same operating system (e.g. iPhone to iPhone, Android to Android or Windows to Windows), then it's just a case of signing in with the same Apple, Google or Microsoft account and then downloading your purchased apps again. In fact this may happen automatically as soon as you sign into your new phone. If you're switching to a new operating system (e.g. iPhone to Android) then you will have to start completely from scratch and purchase your apps again.

Note - some apps aren't available on every platform, e.g. Torque Pro appears to be Android only, so you won't even be able to re-purchase this if you were switching to iPhone.

Couldn't see Torque Pro through Apple either so my answer assumes Android > Android. Otherwise, @arnydnxluk answer covers it.

Buy Android phone, it'll ask you to login/add an account. Login with the same account you purchase apps with, then from the Play Store you can see your download history/purchases to quickly redownload. Bit of a pain individually but if you don't have many apps/switch phones often its not awful.

For anyone with a rooted phone, Titanium Backup Pro allows you to backup all your apps/settings, then restore in one go.
