Can I get back the VAT on Paypal fees?

Hello, I know on Amazon and ebay you can give them your VAT number and they will not charge you VAT, but can I do the same with Paypal?

How does paypal get away with paying no VAT, surely as a company they need to follow the same rules as any other by charging VAT on fees
