Can a non-UK person buy .co.uk domain?

what about us buying domains abroad - i think there are restrictions on that so surely there are some coming the other way - or maybe not ?

It depends on the NIC's rules (e.g. Nominet for .co.uk domains). It is quite easy to buy from most countries through one of the global registrars (GoDaddy, Directnic, Ghandi, etc), but there could be restrictions on some specific TLDs.

As pjperez says it depends entirely on the NIC, and these are different for different countries, so while some countries' governing bodies can be quite strict about who can register a domain, others like Nominet aren't.

A classic historical example is .fr - where you had to be a french resident in order to register a domain with that extension:
