I would like to know if non-UK person can register .co.uk and .uk domains?

Yes they can. You would register a .co.uk domain name if the UK was your main market. Yes, anyone can register a .co.uk and .uk domain, although existing owners of .co.uk domains should get first rights to the .uk domain when the extension launches in June this year.

It depends on the NIC's rules (e.g. Nominet for .co.uk domains). It is quite easy to buy from most countries through one of the global registrars (GoDaddy, Directnic, Ghandi, etc), but there could be restrictions on some specific TLDs.

As pjperez says it depends entirely on the NIC, and these are different for different countries, so while some countries' governing bodies can be quite strict about who can register a domain, others like Nominet aren't.

A classic historical example is .fr - where you had to be a french resident in order to register a domain with that extension:

Yes, anyone can buy a .co.uk domain name however there are various domain names that you have to live in that region to be eligible for the domain for example .ie .london etc.

Ofcourse, you can buy a .co.uk domain. But, make sure your target market is in UK for such domains, else you could end up being a laughing stock.
