Just a quick question - I want to target audience in the Scotland region. Apart from the normal avenues of advertisement, I would like to reach out audiences through text messages on their phones. Is it possible and of course legal to buy such a phone number list?

Are you talking about reversed-charged SMS's where the recipient is charged £1.28+VAT for an unsolicited message?

The "rules" (as weak as they are) were tightened up two years ago so that unscrupulous cowboys couldn't simply send 999,999 messages at 1p a throw to every number between 07900 000001 - 07900 999999 and sit back and watch the profits roll in.

Steer clear of annoying people by pestering them via their mobile phone.

You can buy legal lists however I wouldn't recommend it, I'd never touch a company that sent me a text because 99% of the marketing texts I've had are scams.

Buying a mailing list is not illegal. But there are problems with it. For example many of the email ids in these lists are fake or obsolete. They are not of much worth generally. You can pay a little more and acquire legit lists where the prospects have given their mail ids for this purpose, your chances are better with that.
