Buy a company name but not operate yet

If you are capable of submitting it correctly then no you don't. There isn't a requirement even when trading (apart from some activities), it more to do with using there services to help get it right, and most efficient.

Some would says it with getting one on board to start with so you don't make and mistakes with the setup etc - but it's not a requirement.

If I purchase a company name, but not operate the company yet, will I still have to employ an accountant to provide returns every year, dispute not operating yet?

No not at all but as others have mentioned dont forget the Annual return and accounts - the same late penalties apply for late accounts for a dormant company as they do for a trading company.
