The client is required to provide all of the contact information and will likely have a significant role in sub editing any text which is displayed.
Setting up and fully populating a Facebook page to a professional standard would take significantly less than an hour's work.
Charging £100 (before actual advertising costs?) to create and get an advert up and running is pretty dear. When you set up a campaign you just go through a very simple interface:
To begin you click 'Create Advert' at the bottom of the web browser, or follow this URL:

From here, you choose whether you with to advertise an existing Facebook page which you manage, an existing event on Facebook which you've created or if you would like to direct to a specific URL.
Once this is done, you choose a (up to 25 character) 'headline' for your advert which will be displayed on the top of your advert and then choose the main text of your advert (up to 90 characters). These must comply with the Facebook advertising guidelines, found here:

Then you choose an image to be displayed with your advert (must be 100x72 pixels).
After this, you choose your audience which includes the following options:
Location to target
Age range
Gender
Interests
Campaign budget
Campaign dates
You'll be given a number of how many people are on Facebook that fall within your specifications, and from there you can choose your advertising budget, either per day - or for the period of your campaign.
The two options here are CPM (where you pay based on how many people see your advert) or CPC (where you pay based on how many people click your advert).
Once you do this, you click 'Place order' and fill in your payment details - from the facebook.com/ads dashboard, you can monitor the success of your campaign.
I'd say that's not much work to save £100.
