Are merchants allowed to charge a credit card fee on b2b transaction ?

Tried to make a payment on credit card for good today and the merchant advised there would be a 2% fee, this was normal in the past but as I understand new legislation came in where merchants can’t charge a credit card processing fee to the purchaser. Dose this effect b2b or b2c only ? What can be done if a merchant insists ?

The legislation targets B2C, but there is some implication for B2B - they key seems to be that the merchant must be able to justify the surcharge - in this case a flat % - which seems unlikely. The cost of processing your payment would be an absolute amount, not a percentage. If you felt strongly about this you could raise it with your local trading standards.
