I used to live above a gym. I remember once I was having a shower and the water turned off, just applied the shampoo and everything.

I had to dry off and find what was going on with soap in my eyes.

Eventually, because all issues were mostly down to the gym I lived above haha, I went down to investigate.

Turns out they were renovating at 6.30am on a Saturday. And they turned off the water for the gym, but somehow they also turned off my water supply from inside their shop.

Don't know why I started thinking about this again, but I just had a thought... how could they turn off my water supply? Were my water supplies connected meaning their water was my water? Was I paying the gym's water bill? ?

P.S. I was on a water meter *slaps face*

Obviously no-one can answer with certainty, but it is clear that your water SUPPLY runs through the gym if they managed to turn off your water with a tap in the gym. So if your meter is connected to your flat via that tap and their water likewise goes through that tap then yes you are paying for their water usage.
Of course it may be more complex than that. Where exactly is your meter? Can you follow the pipes from your meter to your flat and confirm that there are no branches going into the gym?
