AGRIM Import License For Maize Flour

We want to import maize flour from South Africa for use in Restaurants in the UK, i was on the Business Gateway site and have discovered that we might need an AGRIM import license.

Does anyone know how much it costs and what are the processes involved and the requirements? Is the license guaranteed?

Is excise duty and VAT payable? What are the taxes involved?
