Can anyone become an agent ie act on behalf of people when dealing with HMRC. Either people who are not able to fill in forms due to eg illiteracy etc or people who are able to fill in the forms but would just rather get someone else to do it for them

Or do you need to be a fully qualified tax adviser.?

Anyone can be an agent, as long as they register as such with HMRC. No need to be qualified or an accountant or anything like that
