You can't ensure it goes to the decision maker.

To answer your question is more of a Sales and Marketing area. It depends what you're selling as well. In some instances, email marketing might be a complete waste of time and telesales might be your best bet.

"I've got a note on my desk to call you" is my favourite.

very hard to sell via email these days, people junk lots, i do it myself, no time to read through the dozens of sales emails i get every day.

telesales and direct marketing/letters are where its at, you can always phone a company and ask for details of the buying department or who to contact.

Do you have a database of people to whom you want to send your message. If not, you would have to start by buying data.
After that I would recommend using a professional company for the e-shot as they will know the best titles and techniques to use to get through spam filters.
If you decide to go it alone, make sure you use an smtp mailer to prevent your ip address getting black-balled.
You could try a company called Brandboost - they do email marketing for a living. I know a guy there called Adam Wilsher and he is extremely good at his job.

It all depends if you've built your email list from opt-in subscribers who are potentially interested in your product. If you've bought a list or harvested the email addresses at random, then it probably won't be very efficient.

Is that where on the website when you buy something you have the option to opt out of the there news letter?

Even if I opt out on most websites they still add you to there spam list.
Just my opinion though cant stand spam/advertising emails.

usually it's the other way round, you should have to check a box saying "subscribe to newsletter" then you have to confirm it in an email again (double opt-in)

Of course, nobody likes spam! but if you offer your site visitors a newsletter with exclusive deals or something similar, it can yield results. I mean not just sending an email saying "buy this stuff", but offering value to the recipients.
