The address tag won't boost your rankings.
It's correct html markup but the effect will be neglible.

It will however be another geo signal to Google, and maybe be a small factor in Local Search.

Using the location in the page title is one of the most important factors if you wish to target an area eg. Web Design Manchestser.

Place your local address in the footer of each page, that will theme your site to the geographical area. get some backlinks using the geographic area you want. Submit and verify your site with google local business centre.

And do we have to add address tag to the address which is in footer. As google gives importance to tags.

Forget the address tag please. Not sure what you mean by 'google gives importance to tags' you are stating this as fact, can you explain it further?
I don't know, I spoke with an SEO expert and he said in search engine when you search for any keyword than the tags of that website influence alot in ranking. and I saw this also"intelligent-discussion.blogspot.com" there is some information regarding address tag.

The address tag is meant to contain the address of the author of the page. Using it may gain you an edge overtime.

What tends to happen is URLs that are just text rank higher sooner, but over a period of time those with markup that gives more meaning tend to outrank.

It is not a major thing though, and a division or paragraph containing the address is probably going to carry just a little less meaning than the address tag. Where it can help though is in markup maintenance and the quick identification of elements.
