A5 licence!

See if I can put this accross so you can understand it,,,

I have a commercial ( shop )property in the middle of a local area in Burnley, the issue is its empty at the moment and hard to get tenants for it.

I was thinking about starting up fast food myself but apparently you have to get A5 planning permission , the council hoever will not issue an A5 as someone has already tried on the same road, as it already has 1 chippy there.

Questions:
Why do they not give A5 licences to new outlets?
Is there a way to get round this problem?

Lately all the councils are addressing alcohol related late night food and crime problems, hence the refusal. I am assuming they would give a reason with refusal which you can walk in the office and see.

And then decide further, speak to a consultant about planning issues.
