What is your USP? From the look of your shop I would presume that you're like an outlet store - i.e. known brands for less? Is that accurate? If so I think perhaps creating signage that states that would be beneficial. Who are your typical customers? Are they Londoners or tourists?
Maybe you need to better partition your store so that there is a clear idea of stock type/purpose - i.e. heels, mannequins, glitzy dresses in one area/shopfront and then the gumboot type stock perhaps at the back of the store - or in a different window.
