Saying that though I've heard that its best to avoid long tail. Its best to mix it up really. There's no hard and fast rules, so try to do a bit of everything in order to keep you hands in all the baskets.
I am a writer for a wedding website, we get people often offering to write for free to get their name out there etc. It depends if your looking for someone to write regularly, and someone you dont have to then chase or read through to highly edit their work.
Keep up to date with google as they are always changing how they look for websites. Meta keywords recently became useless.

I would recommend link building on your own. Often SEO companys pay other countries to build links that are worthless and you end up paying through the roof for it.
Search the net and add yourself to free directories and ask others to add a link to your website. SEOmoz is quite good for advice!
