    Much the same in haulage / courier industry where a freelancer will agree to drive a vehicle from a range of vehicles held by an operator as and when work is available and have another potential occupation as well.

    Obviously not for bikes, but it would deter those brimming their tanks with a couple of litres when they all they are doing is creating the impression of need by queuing when they really have no justification.
