dunerider, how many users/phones are you looking at and do you have plans to expand in the future?
As there are better phones out there that would suit expansion etc.
I agree with sanjiv, with the right provider it can be much better than a standard line. Also depending on the number of calls a business make, the overall cost of running several phones can be a lot cheaper than the traditional method plus you get many useful extra features.
we use voip and sell voip services. Voip should be clear and robust, plus it is gat as you can work remotely and never miss a call.

If your current Dell is fine, but is running like a fat pig with Vista with 2gb of ram. Perhaps either reinstall Vista or get Windows 7. Windows 7 with 2gb ram will run a lot quicker than Vista.
Perhaps this could be a cheaper alternative New Battery and Win 7 :)

There are alot of laptops to choose from.
I would say though if it is for web design and graphic work, I would suggest something with a good amount of ram (4gb) and at least a dual core processor plus a half decent graphics card, not an onboard one.
Again...
If you are moving offices and are towards the end of a telecoms contract or it has ended, it is a great time to consider other alternative systems.
Plus if you time it right the implementation of a new system can be ready for when you move thus minimising any downtime to the business.
There has definately been a quantum leap in performance in VOIP. If you look above the bargain basement providers, you will find companies that provide quality of service and serious enterprise management features for not that much more than you pay for an analogue line per month.
