One possibility is that Adwords returns results from Google and Google's partners', whereas the keyword tool you use only returns Google results. I'm just guessing here, but this would make sense.
You should split it. I agree to nitro that, from the designer's perspective, it looks crowded. A drop-down would solve this, but it wouldn't be effective for your outbound links. Split according to relevance, even if the two pages would have the same object.

It's better if you spin your articles. This increases credibility and reduces the impression of automation. People like to see people behind web content, so spinning is better than duplicating. Unless, of course, you can write original articles.
