I would start with your local job centre and your council, some have some very good subsidies going for employers that take people off the unemployment register.
Also aproach aggencies like Shaw Trust who work at getting people back into employment.

We had a company who owe us money and they just refuse to pay even though they have told the small claims court that they have over 2,000 pounds in their bank account.
The court ballif has been and they refuse to let her in. They offer 50 pounds...
