This is true, but I'd say few and far between. (Keeping in mind I have actually done this). You also have to keep in mind that with this does come problems.
I've watched well intentioned and capable guys overstretch this way.
It's horses for courses really. I mean our bread and butter comes from huge brands spending huge amounts across multiple countries in highly competitive sectors.

Are you looking at B2B or B2C?
What's the demographic?
What sort of data are you using?
Are we talking news letters for CRM purposes, or bulk promotions to people who have no idea...
They wouldn't be automatically flagged as spam, at least not by all email providers. But it's a lot more complicated than that. It comes down to IP's, email content etc as to whether or not you end up in the spam box.

As a marketing guy, I'd say that you should never cut off a channel before trying it.
