Yes, they are running Adwords through their own account. It's not the case that Google has not accepted the Ad. As I said, and what is most puzzling, I've seen the ad in position 1 on Google today using my local library internet access console.

I've employed an agency to handle my adwords campaign. On Bing/Yahoo I appear at the top of search results for 6 separate keyword phrases. Great!
But .... on Google - I've NEVER seen my ads. Out of 6 people I've asked to search on google for my keywords, only 2 have seen my ad show.
