Up to 15 metres square the "non combustible" part does not apply. Between 15-30 square metres ,assuming its wooden, you need to build 1 metre from your boundary to comply.
So in summary wooden buildings are exempt from building regs up to 30 square metres if you build 1 metre from your boundary
