VAT registration in UK as a foreign business; do I need this?

Hi and thanks in advance,

Our company is in the EU, but I would like to ask my question here because we export to the UK.
Do I, as a EU company need to do any VAT registration or VAT vollection in the UK? To me it seems that according to this page www.gov.uk/register-for-vat I need to register? But the guys at HMRC don't pick up the phone. And I can't see a reason to collect tax, but do they still want some sort of registration?

I have a few situations;
- Where we do project-based work that would qualify as services
- Where we ship products to the UK (but not DDP, customer pays duties)
- The above, where the customer is so small that they don't have a VAT registration
- (I don't sell products or services to private entities)

My government's info is in my own language, so a bit easier to read. It mentions I simply charge 0%, but also there I'm getting doubts for those customers without a VAT number.
