Vat and the Seychelles

I am a UK VAT registered company who sells online advertising space to other companies, mainly in the UK. One UK company has an offshore address in the Seychelles and says they don't have to pay VAT. Is this true? It's all e-commerce transactions and many of the websites selling ad space are in the US and in non-EU countries. Anybody got any ideas whether I can zero rate these transactions?
