Small Business Rates Relief - multiple companies within one building

Hello all

between myself and my girlfriend we own three companies.

Company One - owns a commercial building split into two units one (A) with a ratable value of £6,500 the other (B) £4,450


In order to minimise exposure to business rates, in 2018 we notified the council that (A) was leased to Company Two and (B) was leased to Company Three,

Standard Leases were signed with a nominal rent.

For both Company Two and Company Three, these are their only premises, but are barely occupied, one visit a year level of occupation.

My Girlfried owns Company One and Company Two. I own Company Three, and used to be a director of Company One (resigned 2018).

We never submitted claims for Small Business Rates Relief and the council are now chasing payment.

Can SBRR be claimed back dated.
Is there any issue with inter-connected nature of the companies and the minor levels of occupation.
