Replacing V5C and paying vehicle tax while DVLA only deals with key workers

I am helping a business to sort out a vehicle tax issue but, due to the coronacrisis, we're hitting a wall.

They managed to rescue eight jobs and eight vans from a company that went into liquidation in March. The staff are eight delivery drivers who are happy to still be employed but the new owner is now running into coronavirus related difficulties with registering the vehicles.

The administrators of the old company have not been able to locate the V5C logbooks for the eight vehicles meaning they can't be taxed by the new company. I normal times you'd just send the DVLA a form V62 to request eight new log books. Unfortunately, the DVLA has severe staff shortages due to corona issues and they strictly only serve people "directly involved in the nation's response to Covid-19".

The administrators say they have informed the DVLA of the sale of the vehicles to the new owner but I can't speak to the DVLA to check whether that has been processed. That matters for the process of applying for new V5Cs.

1) Any idea how I could check if this change is processed and the vehicles are now registered to the new company without speaking to a person at the DVLA?
2) Any idea how we can pay vehicle tax on these vans without a V11 or V5C and without speaking to someone at the DVLA to confirm the amount? There is an option to send a cheque in the post or go to a Postoffice but that probably won't work until we have a V5C. Also, we need to know which amount to put on the cheque.

These weird times ask for creative solutions and hopefully some has an idea to end the going round in circles...
