Yes & No. If you just translate your website you get nothing. If you start marketing your products in these countries you can grow rapidly.

I'd like to add that it's necessary to do local research and marketing as well - and this includes everything, from local payment systems and search engines (for Russia, Yandex and WebMoney are good examples) to taking part in local forums and communities.
