I am a golf pro, in the process of starting a travel company to take golfers to Portugal on tuition holidays next winter. I have a contract with the hotel, car hire company, and golf course.

I knwo there are 'package travel regulations' that I must comply with -- but what is the cheapest way to do this with the least headaches.

Customers will buy their own flights so not interested in ATOL.

Basically want to do my own business rather than paying the big tour operators to do what I can do myself, but this consumer protection stuff is hard to understand.
