Being employed elsewhere has no effect on your employer being able to claim a furlough grant to cover your pay. What could be an issue is whether your contract of employment has anything restricting you from working elsewhere or running a business during your employment.
The devil may be in the detail - is the new business a totally new venture that doesn't cross over with the job you are/were doing? Or is it a manufactured vehicle to carry on being furloughed while doing work that you would have done in the furlough position? If the new venture is in any way related to the job you are furloughed from it could raise some eyebrows...
