We support multiple languages, including non western character sets arabic, chinese etc. User can change language just by selecting from a drop down, and you can choose whether specific products appear only under specific languages.

Last time I tested Magento was about a year ago and it was veeeery slow. Have they addressed those issues yet?

I'd recommmend CubeCart. It ships with about 8 languages as standard and it's easy to translate your product and information pages. I have been using it for this purpose for more than 4 years and it's perfect. My site is currently translated into a 2nd language including graphics - the templating system is really easy to use.

Yes they have - runs nice and fast now, especially if you go with a host who runs an optimised LAMP stack
