Custom duty for exporting Turkey origin goods to EU

    Turkey is within Custom Trade Union so my products custom duty is %0 when I import them from Turkey.

    However, when I export them from UK to EU, I've been charged between %2.7 and %8 fees. I've been asking for clarification to custom broker and they keep sending me custom fee calculation page - I dont understand any of it (Trade Tariff Service Page)

    Does anyone know why we are charged for fees?

    It is correct that you are being charged EU duty for Turkish goods shipped from the UK.

    The first reason is that UK is not in the EU nor in a customs union with Turkey, therefore any customs clearance in the UK has no impact on how the goods are treated in the EU or the duty rate’s charged there.

    Secondly whilst the EU does have a customs union with Turkey, duty free entry is only allowed if the goods are shipped direct to the EU from Turkey and supported with an ATR 1 document as proof of customs union status.
    Because the goods from Turkey have come to the UK before being shipped to the EU they have lost their customs union status and it is not possible to issue an ATR1 from the UK.

    Once goods lose their EU customs union status they are treated as if they have come from outside the EU. Goods are therefore charged the all country (Erga omes) duty rate when they are imported into the EU.
