One way i can think of is by giving out vouchers at uni's, put a limit on it or individual codes. Could also hit the social networking as well.

Load these code(s) into the system, with % off or free delivery or whatever you want really. Lots of scenarios can be played out.

Magento can handle this, so might be worth looking into this.

Beyond that, not sure how else you could stop the abuse as the other poster mentioned.

Amazon have a tight integration with the NUS web site:

You are going to struggle to replicate this.

All you could do is to check for a valid seeming NUS card number, possibly restrict delivery to verified halls addresses and thats about it
