Advice needed on small claims process (customer POV)

Hi,

My Mum has had a very shoddy bathroom fitted and over the course of it being fitted in Feb 2018 until now she has had various problems (leaks, grout cracking, mould, poor workmanship etc). She has had the trademan back out 3 times in total and each time he has attempted to fix by bodging leaving a bigger mess. (it cost her 3k in total - and she paid immediately)

She lost faith in him and had another plumber in to fix the leak who said the bathroom needed a complete refit. She has had two other companies out to look at the work and provide quotes to correct (one was £5k one was £1k)

She has written the original tradesman a letter including the quotes and asking him to cover the cost of the cheaper quote as she has lost faith in his abilities (and he has already been back out 3 times - the last time being October 2018) She said she will take him to small claims court.

He has replied and has not agreed to cover the costs has disagreed the work is substandard and said she has not offered him the chance to correct it.

What should her next step be?

Another letter addressing his points and again mentioning small claims or just file the small claim?
