VAT from previous liquidated Ltd company and new partnership

Hi
our limited company was liquidated 6 years ago. all signed off with insolvency practitioners etc.
my husband has been a sole trader for last 5 years, not required to be VAT registered.
he wishes to start a partnership with his work colleague and they will need to register for VAT based on his (my husbands) 2018-2019 accounts, just going over VAT threshold

our VAT account when viewed on HMRC site still show £38k from the ltd company, which was a bit of a shock as assumed everything was written off.
Will this be 'reactivated' as VAT still owing if he is the nominated partner of the VAT registered partnership and will he have to pay it?

The old company is dead so the debt has technically died.

You would usually register with a new VAT number as a different entity from the old company. However, if HMRC put 2 and 2 together, they may ask for a substantial security bond in return for VAT registration.
