I'd give them a stern warning as well as a good old threat.
If it's been 2 years they have been doing this sort of thing that is mad. Not that you want to be checking up on them but they are really cheating their clients and potential clients out of money as they may not even be a legitimate...
There are plenty of good blogs out there where you can get SEO help and guides for free. If you can, you could always hire a professional to come on board part time or temporary to fine tune your site and teach you the ropes and pass it over to you.
Your ultimate goal is to get found from the content you write on your blog. This might not happen straight away (it could, but it's unlikely). If you have no budget in which to promote articles your best bet would be to go for social media -linkedin groups/facebook groups/twitter, niche specific...
Do you not speak to this neighbour?
Why not next time you see him with a camera, chap on his door and see what's up. Explain your side of what is going on as he may just be a suspicious older gentleman with concerns and if you put him at ease he may stop.
Yep, simple as andrewflower12 says - the Google spider will follow (dofollow) the link whereas nofollow links will not be followed and in turn have no real benefit in terms of SEO to your site.
Dofollow helps your PR also and NoFollow links do not.

I will be blogging, spending time in forums, job...

P.S I'm...
It can be done, but there are a lot of extra fees involved - unless you are making some good money of course. You don't want to be paying the 20/25 pound a month for a hosted option to then pay above and beyond for an SEO expert or package to boost rankings because after all they are 20/25 to...
Without a budget to purchase some ads - SEO and Social Media are the way to go, it just takes that little extra work. Starting SEO and Social media as soon as the site launches are great, if you could have began beforehand and created a little buzz etc that would be even better.
I'd suggest...
I use thewholesaleforums.co.uk if I'm looking for some good advice on when it comes to identifying suppliers and getting a suppliers review before using them. More than likely someone over there will know and be able to be a good judge of character for many suppliers that you require.
Then once you have the website - what about the content?
Will you be doing that yourself in terms of uploading all of it or even generating it yourself cause that can be very time consuming or even money sapping. For a website to get that much traffic it would need to have a lot of content...
