Isn't this part of the reason we have a skills issue in the UK - we rely far too much on others (or IT/Systems) to do things for us, rather than working it out ourselves?
Theres quite a lot to think about - happy to advise on any aspect.
- Has your family member checked to see if there are enough potential customers?
- Have you had a look at rent/rents/utilities in the area?
- What state is the building/shop in? How much would you need to spend on new...
Not used them personally, but Regus do this sort of thing I believe.
WHSmith sell Regus 'packs' which you simply activate then go to your chosen office for either a day, week or month, depending on which pack you buy.
I think the bank would want to see some sort of business plan rather than you just turning up & asking for some cash ;)

For a start you'll have to check to see what usage the shop is registered for, which may limit what things you can do (i.e A1 / A3).

Depends on your web site - but you're probably better off starting from scratch with one of the Open Source options (Opencart, Cre, OScommerce etc), and then designing is to look like your current site. It's something we do quite a bit.
