Also, still thinking wether I need to register for VAT to buy services from EU customers. I know that their legislation (Slovakia) requires self employed to register for VAT, even when they don't pay VAT on domestic transactions.

No, the supplier is not VAT registered, though they have a special instance, where they can register for EU VAT ID which is only used for cross border payments. It isnt used on other invoices (within Slovakia)
