If it's an ecommerce site then a solid SEO strategy is pretty vital and if budget allows, some pay per click advertising, to bring in instant traffic. Depending on what you are selling then off-line marketing might be a waste of time.
It's based on how interesting a listing is. If a listing has reviews, photos, unique content, etc. then it is far more likely to appear than one that simply lists contact details.
In the US, Google is testing out enhanced listings within the local results. For $25 a month a business can have a more prominent position next to the map at the top of the search results. An interesting new development and one to keep an eye on.

I'm seeing more social network sites pop up in a couple of the keyword results that we monitor. Frequently updated and well optimised twitter and facebook pages seem to be coming up a lot higher in Caffeine than they used to.
