Groupon do a decent job these days where they have an in-page pop-up where you basically can't navigate away from without giving them your email address.
If that doesn't work you can always try the classic fake Windows Error Message Box. "Your computer may be at risk... accept my cookies now." :D
Or on the contrary, we could see lots of innovation in the EU in ways to develop trickier, less regulated and more evasive ubercookies. :-)

Quite right. If we have no clue which forms of targeted advertisements work the best we may as well return to the days of buying untargeted spammy ads in bulk and wishing for the best.
Sure, it's nothing to worry about just yet, but I think if people start to talk about it only in the very last minute it could be a potentially huge issue... I'd sure hate to lose 90% of my Analytics data overnight...
