What exactly is the issue?
Most telecom contracts are pretty watertight which means moving to a new location may require you to continue to pay the existing contract or pay for relocation. This might not seem fair but it will all be in the terms you agreed to.

Maybe not, but as each deal and sale is unique there is unlikely to be a standard process. The issues tend to arise when the seller is less than truthful about the business and expectations.

The simplest solution is to migrate the site to a new host. That way all ties to the old developer are cut. Unless of course the domain name is registered in their name but that's a different problem.

That's going to be the biggest hurdle. 1. Making either party aware the service exists and 2. Convincing them and their legal representative and advisors to use the service.

Are you sure the developer of the site is the host? It may be she just has a login to the account. If that is the case you should be able to claim the site.
Have you spoken to any solicitors about this? Getting them to use your portal may be a bit of a struggle. Even getting both seller and buyer to login and use the portal may be difficult.
Which means your market research should identify the best place to market your products and services. SEO may not work but neither may AI. If you sell cheap socks all you may need to do is be present on Amazon and eBay.
There is never just one answer to any marketing question.
