If that was the case, then marketing and link building to domain.com would automatically flow all pr to sub.domain.com - which it doesn't. Hence Google treats sub domains on their own terms.

It's still ranking them as seperate sites. About.com is extremely popular with good age and pr, so if you're starting off, subdomains is going to make your job a lot harder.

It depends on the keyword. Longtails are usually easier, but a good competitive keyword can take years or thousands of pounds. If you've got a brand new domain with 0 age and PR, then you'd be looking at around 3-6 months for some long tails and a "long time" for high competitive.
The thing with SEO is there's so many different levels and costs. For a garage in Warrington you'd want to concentrate on the site itself making sure you have good content/keywords and some offsite social and link building (from good sources).
