I have outsourced to India for content in the past and, to be frank, although there was a saving to be had, I ended up feeling it wasn't worth it because of the time taken to forever communicate my needs.
I'm not aware of it being against the law (that doesn't necessarily mean that it is, of course).
However, how would anyone prove it? You could be a genuine prospective customer, even if you are working for a competitor.

I would say it depends on what you want to go on to do with your IT skills. Any experience is great obviously, but if it's relevant to what you want to go on and do, then that will help.
