I'm not too sure. I would presume that, like most of the e-mails I receive in my hotmail account, they come following a prior purchase or visit to a website not from receiving a one of e-mail, this is just classed as spamming.
Have the target individuals or companies 'Opted in' to received your e-mail correspondence? As I beleive they have to in some form.

A quick question - what are you doing to ensure the letter stays with the Catalogue? I can honestly say that when I receive new catalogues through I might scan the cover letter but never keep it as I expect the catalogue to give me all the contact details I require.

I wouldn't get caught up with the company to be fair. Like Bill has said, you are the business, I would presume you market by flyers or some form of visual media, in that case you're James Jackson, with your tag line as 'The UK's Number One Michael Jackson Impersonator'. Easy peasy.
i would give it a go online but to be honest, we're not getting anywhere, I would need to invest over £10,000 online to generate any revenue and i'm not prepared to do that, with a concrete location and good footfall the money is better spent in renting a shop and then building the online side...
Like Will has said above it depends on what media it will be through, also what traffic/exposure you provide.
You maybe cheap compared to the big players but would I get the same exposure through you?? Will I reach my target audience?? those are the type of questions companies will be asking...
Of course its worth it "out of sight out of mind" as the old saying goes. It maybe worth looking at those stickers that are similar to asset security tags - the one which are really hard to remove. They'll cost a little more but then there's less chance of it getting peeled of buy some board...
I think it depends on what type of boss you are. Personally I'd pay, but I know some firms and Local authorities are talking about docking pay and getting the individual to claim it back through their travel insurance. I suppose that way everyone is a winner, but at what cost do you put employee...
