The budget is too low imo, even over on r/ppc reddit they say even £1k is not much for Adwords these days but again this depends on what keywords etc you want to target and the competition. You may want to try Microsoft Ads where CPC is lower generally but also lower traffic/quality levels.

For personal sites theres probably not much use but if you're using the data it gives to help you with SEO, demographics/your audience then its a great tool to have.

You'd be very lucky if you got anything close to how much it originally cost unless its pretty new. Checking prices on ebay sold listings for same/similar config would give good idea.

Sadly not possible directly, third party selling tools would probably have this feature however if its not a lot of items that will be listed frequently then probably not worth that route.
The site is OK but just that, its not responsive and looks quite bad on mobile devices. There should really be no exception in the modern day not to have a fully responsive site.
