I probably don't need to tell you how competitive the IT support market is. Not only flooded with small businesses and freelancers it's also hit hard from above by the Big Boys. It will, in my view, be tough but that's not to suggest it won't be possible.

It's also worth hiring someone to help you figure out what success looks like. Asking someone to create a brief is challenging when they don't know what's possible. Some call this road mapping.

Perhaps you meant to say "to seek out providers". Assuming you did, the empirical evidence I see shows that blogs help with rankings and traffic generation and as a result of all that, leads.
Of course, it's a long slog and doesn't happen overnight but as an example, a post I wrote in May 2016...
I'm not sure Eddie Stobart is going to outsource a truck getting driven down the M6 to someone in India. Mind you, perhaps the technology's not that far away :)
But seriously, it does make sense to concentrate on skills that are not easy to offshore.
