If you're selling services rather than products, I'd say absolutely. If you were to send prospects to my IT consultancy, I'd be more than happy to pay you £500 for each one that becomes a new client.

PayPal is available in many, many countries worldwide. PayPal Website Payments Pro is limited to some territories, but you can still fully integrate basic PayPal support without very much hassle.
My thinking is: this would be a really nice problem to have! :) Further, it's a problem you can throw manpower at until you do have a working, automatic solution.
