Outstaffing agencies with dedicated teams in their pocket would help. But you have to prepare a full description of your product - stage, tech stack, problems (of your in-house team as well), terms, budget, scope of work. And do not forget such guys will need onboarding and trial period as well...
I agree with most of the opinions in this discussion. I'd not hire a friend. Moreover friendship to my experience is not a permanent status. Today you are firends and tomorrow something happens and you are not. So, let friends stay friends and not business partners.
I think, working globally is not the same as registering globally. I am not sure if your business is connected to software development, but the best example for you would be outstaffing companies that hire offshore developers all over the world. They usually are registered within one country...
