I have had a couple of apps built using offshore freelancers. I find it cost-effective but it does require a fair bit of management.

I have used freelancers to develop a couple of mobile apps, I think you could get a pretty complex app completed for around £1500.
You do need to invest a fair bit of your time to manage the project though.
