The last panda update did a lot to readdress the balance and get the relevancy back up there. However from what I am reading bing are hot on their toes and in cases returning a better result set. Bing and yahoo are also more fussy with how many pages they index as opposed to google.
Look on peopleperhour .com . I get my link building done on there. Basically u submit the job and freelancers bid for the work . It's pretty good. Money is held in escrow account until the work is done and u are satisfied with it.

I have a similar issue with increasing the number of inbound links to my website. Basically , it's just the number of links u have , it's the number of domains they come from. You can 1000 links but if they come from the same address then I think google counts it as one. You need quality links...
My opinion would be it would entirely depend if the paid back link is of relevance to your business. Some niche directories offer a paid listing with do follow tags and I would think this would ok if it suited your business. Also the anchor text would the very important so make sure u get that...
