    Using .uk is best if you have a UK specific service. It tells the person right away you're based in the UK. That's the main reason to use it. If it's a global service the .com is better served.

    Get both, use the UK domain as primary domain as mentioned above. The last thing you want is to get the UK domain and someone redirects the .com to your competition.

    Forums that already have traction and built in SEO are much better than new starts. Also you don't need to make money directly from the forum, it can be a way of having a captive audience if you have a related product.
